LOS ANGELES - In 2018 Superior Court Judge J. Stephen Czuleger knew exactly where he wanted to be: Department 16 at the Spring Street Courthouse in downtown Los Angeles.
His judicial journey began there, in 1974, clerking for U.S. District Judge David W. Williams, the first black federal judge west of the Mississippi.
