RANCHO CUCAMONGA - For nearly a quarter-century, Superior Court Judge Enrique Guerrero stood before San Bernardino County judges as a prosecutor, watching how they ran their courtrooms.

Then many of them retired within a short span of time, taking decades of experience with them.
