SAN DIEGO -- When Superior Court Judge Lilys D. McCoy reviews the school records of children appearing before her, she looks for something they are doing well.

A child may be struggling in several subjects but excelling in another. If McCoy spots an A in math, she makes a point of mentioning it.

"I'll say, 'I know you can do it. I saw you got an A in math,'" McCoy said. "That tells me that you can do this."
