      SACRAMENTO - Sacramento County Superior Court Commissioner Craig B. Regan is the short-order cook of the Sacramento County Courthouse.
      In a typical day, Regan juggles 70 or 80 driving-under-the-influence cases, takes a dozen requests to modify misdemeanors and, after lunch, cuts through 40 pretrial hearings.
