SANTA ANA - James L. Crandall describes himself as a white, law-and-order Republican and former reserve deputy sheriff who spent some 40 years as a civil litigator defending insurance companies. When he became an Orange County Superior Court judge in 2012, he naturally expected to be sending criminals to jail.
