WHITTIER - Los Angeles Superior Court Judge James E. Horan said he tries to keep many criminal defendants out of jail and to encourage them to improve their lives.
"Every defendant is your project," said the judge, who was assigned to the Whittier courthouse a year ago. "I'm kind of patient [with them], even more than some defense attorneys would want."
