LOS ANGELES - When Judge Mel Red Recana was a prosecutor, he had a habit of being late to court. One day he arrived past the appointed time and found the judge on the bench, with the jury seated, opposing counsel at the table, and Recana's own investigating officer on the witness stand, all waiting to welcome him.
