VICTORVILLE - Judge Lisa Rogan started out with a bang on the San Bernardino County Superior Court. She ruled part of the Penal Code unconstitutional within two months of taking her seat.
"It was so much fun," she said. "Then my high went down, because for the last year and a half it's been regular trials."
