YUBA CITY - Judge Susan Green doesn't have time to dawdle. She runs the five-judge Sutter County criminal calendar, along with delinquency cases, and has spent the better part of the past three months plowing through Proposition 47 petitions to reclassify felonies as misdemeanors.
