BAKERSFIELD - Judge Lorna H. Brumfield estimates that 98 percent of civil disputes and a "very large number" of criminal cases never go to trial. So resolving differences "sooner than later," she says, makes good sense.
Brumfield's pragmatic approach to disputes is summed up nicely in the words of Abraham Lincoln:
