  INGLEWOOD - Over 10 years on the Los Angeles County Superior Court, Judge Scott T.
  Millington said he has learned when to take chances on defendants, particularly those
  with mental health problems.  

  "It's my position that we all make mistakes, and I've got to determine at some point,
  is this a person that's going to keep making mistakes or can we correct it," he said.
