SHAFTER - Superior Court Judge Judith Dulcich was born in Pennsylvania, lived in New Jersey as a toddler, attended elementary school in Virginia, finished junior high in Oklahoma and graduated from high school in San Diego.

She hopes to stay a while at the Shafter-Wasco courthouse in Kern County, where she has presided since November 2009.
