LANCASTER - Referee Valerie Skeba remembers the names, if not the faces. They're kids she saw in dependency hearings in her Antelope Valley courtroom a decade or more ago. Now adults, they're repeating the cycle of drugs and domestic violence that brought their parents to her attention.
