SAN DIEGO - The morning of Oct. 21, 2007, flames sparked by wind-battered power lines swept through a large swath of San Diego County. The Witch Canyon, Guejito and Rice Canyon fires burned more than 207,000 acres, destroyed 1,347 homes, claimed two lives and injured dozens of civilians and firefighters. The price tag for the "fire cases," as they are collectively known, tops $1 billion.
