OAKLAND - Trina Thompson likes to send signals in her courtroom. On a day that she was working through some 30 hearings on the status of convicted criminals' restitution payments, she wore a red fish-patterned scarf.
"If I can teach them to fish... " she explained later in her chambers, saying the scarf was meant to encourage people on probation to become self-sufficient.
