SACRAMENTO - Christopher E. Krueger remembers being the last attorney to argue his case before a state appellate court panel that, after hours of hearing matters, had grown angry and exasperated by the time his case came up. It struck him as unfair that he was inheriting the built-up frustration, and he made a mental note never to do that if he was ever a judge.
