VENTURA - Four years ago, when Vincent J. O'Neill Jr. agreed to take on the job of assistant presiding judge of the Ventura County Superior Court, he knew the state judicial system was facing a financial crisis.

He figured that by the time he moved up to presiding judge in January 2011, the problems would have eased.

"I had hoped it would all be resolved," O'Neill said.
