HAYWARD - It was a Monday morning, pro per day at the Hayward Hall of Justice's family law department. Alameda County Superior Court Judge Brad S. Seligman listened as a divorced Vietnamese couple wrangled over which of their cars a teenage son should drive.

He heard a man just out of prison petition for the right to visit his children and dispute his ex-wife's claim that one of them isn't his.
