EL CENTRO - When avid surfer Peter C. Lewis graduated from college in 1973, all he wanted to do was head to Japan and ride big waves.

And for a year, that's exactly what he did.

"Like many kids back then, I had unrealistic goals about finding a job," said Lewis, now a U.S. magistrate judge in El Centro, near the Mexican border in Imperial County.
