LOS ANGELES - In 2004, Owen Lee Kwong assumed the reins of a thicket of sexual-abuse cases against the Roman Catholic Diocese of Orange. At the time the Los Angeles County Superior Court judge took over, the settlement had festered unresolved for 2½ years under the direction of beleaguered Judge Peter D. Lichtman.
