LOS ANGELES - Structured chaos would be a good way to describe bankruptcy Judge Samuel L. Bufford's desk. Its entire surface is covered with orderly stacks: there's documents related to international and domestic bankruptcy issues and two towers of newspapers.

"Not a single paper on this desk relates to a case," Bufford said with a laugh.
