EL CENTRO - Bill Lehman once introduced a bill to ban smoking, a position met with some hostility.

"I was practically booed out of [the room]," he said.

Lest anyone think he is some kind of left-wing liberal, Lehman is quick to point out his arguments surfaced at a student congress in Brawley, a cattle town in the middle of Imperial County. It was 1973. He was 16.
