SAN FRANCISCO- When Ksenia "Kay" Tsenin makes sentencing decisions, she turns to rapper Snoop Dogg for inspiration.
On a recent day in San Francisco County Superior Court, the judge showed compassion toward a litigant who allegedly violated her probation. Tsenin said she would modify the defendant's probation terms instead of ruling they had been broken.
