SACRAMENTO — A dog bed sits right below the bench in Judge Kenneth Mennemeier’s juvenile dependency courtroom, and it is not empty. Mennemeier keeps it stocked with stuffed pugs, usually a mother, a father and several smaller puppies, resembling a family.
