BAKERSFIELD — Kern County Superior Court Judge Charles R. “Chip” Brehmer’s interest in justice began when he was a child in Nigeria.

As the son of Lutheran missionaries, Brehmer remembers children who were unable to attend school because they didn’t have money for books, and he remembers realizing how ethnicity often dictated opportunities.
