FULLERTON — A house flipper on the side, Judge Craig Griffin wishes he could remove a pair of holding cells from his civil courtroom to improve the ambience. But since the Orange County Superior Court owns the North Justice Center, and it’s rare to see a civil court outside of Santa Ana, he’s stuck with them.
