The state government ethics and campaign disclosure agency appointed Bainbridge from his role as assistant chief of the FPPC enforcement division, where he worked for the last three years. He has worked in the division for six years. Bainbridge has overseen notable cases for the division, and helped develop policies and procedures, such as the Streamline program, which expedites resolutions to minor violations of the Political Reform Act. Prior to working at the FPPC, Bainbridge worked as staff counsel at the Department of Corrections and Rehabilitation, as well as the governor's legal affairs office.
