Peng Chen joined Rimon PC as partner in San Diego.

Dawn Collins joined Barnes & Thornburg LLP as partner in Los Angeles.

Dawn Collins has 20 years of experience as a civil litigator, but she places an emphasis on litigation prevention measures for her corporate clients, including conducting workplace investigations, ensuring best practices related to discharge, discipline, leaves and reductions, drafting employment agreements, and complying with wage and hour laws. She is often called upon to defend clients in high-stakes wage and hour class actions alleging violations of federal and California wage and hour laws.

Simon Adams joined Nossaman LLP as partner in San Francisco.

Simon Adams is a partner in Nossaman's Real Estate Practice Group with more than 20 years of experience. He has handled leasing transactions and construction contract matters for a variety of commercial, retail and industrial spaces, including professional offices, technology laboratories, data centers, telecom towers, and brick and mortar stores. He also advises on acquisitions, dispositions and sale and leaseback arrangements and provides counsel on financing issues, as necessary.

Joseph C. Kracht joined Gordon Rees Scully Mansukhani LLP as partner in San Diego.

Robert J. Kovacev joined Norton Rose Fulbright LLP as partner in San Francisco and Washington, D.C..

A tax controversy attorney, Kovacev handles tax disputes before the IRS and in trial and appellate courts. He has experience in tax and transfer pricing controversies, tax incentives and the economic substance doctrine. He also advises companies on research tax credits, particularly in the fields of robotics and artificial intelligence. He has previously served as lead trial counsel for the IRS.

Timothy C. Brugh joined Pillsbury Winthrop Shaw Pittman LLP as partner in San Francisco and Palo Alto.

Brugh, who formerly served as vice president and West Coast director of fiduciary services at the Goldman Sachs Trust Company, joins Pillsbury's estates, trust & tax planning/private wealth practice in Palo Alto and San Francisco.

Brugh began his career practicing law before transitioning to trust services in the finance industry. In his practice, he said he often worked with Pillsbury estates attorneys Kim T. Schoknecht and Jennifer Jordan McCall, representing mutual clients. Brugh served as senior vice president at Wells Fargo Private Bank before moving to Goldman Sachs. He said leaving Goldman Sachs was a "tough decision."

"I always thought I'd return to the practice of law, and I wanted to return to law while I still had enough of my career left to build out a substantial practice," he said.

Victoria Hassid was promoted to chief deputy director of California Department of Industrial Relations in San Francisco.

At the California Department of Industrial Relations, Hassid has served as deputy director of legislation and policy since 2015 and special counsel from 2012 to 2015. Prior to that, she was a deputy appointments secretary in the Office of the Governor and a summer law clerk at the U.S. Environmental Protection Agency.
