Forum Column - By Erwin Chemerinsky - Since January 2001, the U.S. government has held 600 individuals as prisoners at a military facility in Guantnamo, Cuba. The government held many for a time in 8-foot by 8-foot cages, and all apparently are held in solitary confinement.
