Bush's Environmental Policy Relies on the Honor System

Despite voter interest in the environment, the presidential campaign has barely scratched the surface of key environmental issues. One issue - about which Vice President Al Gore and Gov. George W. Bush clearly disagree - is the best way to ensure that our clean air, water and other environmental laws are actually complied with. Without widespread compliance, even the best laws on the books won't protect the environment.
