High Court Justice Suggests Circulating 9th Circuit Drafts
SUN VALLEY, Idaho - Supreme Court Justice Sandra Day O'Connor suggested Tuesday that judges of the 9th U.S. Circuit Court of Appeals might consider circulating their upcoming decisions among their colleagues as a way of cutting the court's high reversal rate.
