City Attorney on Domestic Violence Front Line

SAN DIEGO - Before Casey Gwinn joined the city attorney's office in 1985, domestic violence was not strong on anyone's radar screen. Then Gwinn was given the opportunity to serve on a committee of law enforcement officials and advocates examining the issue. "The providence of God intervened after that," he recalled, referring to the religious fervor that reverberates through his conversation.
