9th Circuit will not rehear school board prayer case, despite strongly-worded conservative dissents

A federal appeals court will not reconsider a prior ruling establishing that a San Bernardino County school district violated the U.S. Constitution by opening its board meetings with prayer, a decision that has attracted the scorn of some of the court’s oldest and newest conservative voices.
