Judge Bruguera began her work as a neutral eight years ago following a distinguished 27-year career on the Los Angeles Superior and Municipal Courts. While assigned to a Civil Independent Calendar Court at the Stanley Mosk Courthouse, she presided over a wide range of unlimited civil matters from filing through disposition. Her depth of experience spans personal injury, civil rights, real property, and employment disputes.

Drawing on decades managing a demanding caseload, Judge Bruguera approaches each matter with focus, persistence, and respect for all parties. She is particularly adept at handling sensitive claims, including sexual harassment, ensuring a process that maintains dignity while moving the case forward.

As a mediator, Judge Bruguera is known for her tenacity and unwavering commitment to resolution. She begins with thorough pre-mediation conferences and works closely with counsel throughout the process. She does not give up easily, continuing discussions well beyond the formal session when necessary. Whether through negotiated agreement or a mediator's proposal, she remains actively engaged until every avenue toward settlement has been explored. Even when a case does not resolve on the day of mediation, her continued follow-up in the days that follow often makes the difference in getting the case settled.

Prior to her judicial service, Judge Bruguera worked in the Business and Tax Division of the Attorney General's Office, representing agencies including the Department of Real Estate, Franchise Tax Board, and Board of Equalization. She also served as in-house counsel for a large Century 21 real estate brokerage firm, giving her extensive expertise in real property matters. She additionally serves as an appointed umpire in insurance appraisal disputes between insurers and insureds.
