LOS ANGELES - U.S. Magistrate Judge Jay C. Gandhi began a recent Tuesday in typical fashion: He arrived early to finish a few rulings, then rolled up his sleeves for what turned into an all-day mediation.
At 40, he is the youngest judge in the Central District and the second Indian-American federal judge in the country.
