MONTEREY PARK - By the time she turned 14, Terry Truong had lived in two countries and five states, most for no more than a year.
The somewhat unconventional childhood that began in Vietnam and included stints in Guam, Arkansas, Alabama, Missouri and Louisiana, nudged Truong toward a career where she makes tough decisions in the best interest of children, many of whom come from broken families.
