Commissioner Cathrin L Devoe

It was the young woman's second probation violation, but Los Angeles Superior Court Commissioner Cathrin L. DeVoe wasn't about to give up on her.
"You're 22, and you've already got a police record," she said to the handcuffed woman dressed in jailhouse blue.
