SAN FRANCISCO -- Every traffic commissioner probably has a favorite excuse story spun by drivers handed a ticket.
San Francisco County Superior Court Commissioner Frank J. Drago is no different.
Drago recalled the time a guy driving a hearse thought he could finesse the car-pool lane.
"He was whizzing down the highway at 9 or 10 in the morning with himself and the deceased in the back," the commissioner recalled.
