As midterms loom, Democrats worry Biden is running out of time to fill judge positions

History does not favor the Democrats. Since World War II, the party that holds the White House has lost seats in the Senate during midterm elections 13 of 19 times.

The midterm elections are coming and President Joe Biden's window of opportunity to restock the 9th U.S. Circuit Court of Appeals with liberals may be about to close.
