Arthur J. Shartsis was getting ready to argue a motion in front of U.S. District Judge Richard Seeborg. It was a case challenging an unprecedented Alameda County law requiring pharmaceutical companies to pay for and set up programs to dispose of drugs, and involved a legal doctrine known as the dormant commerce clause.
